OLONGAPO CITY— A CRIMINAL complaint for kidnapping, human trafficking, child abuse and robbery with violence and intimidation were filed last August 29, at the Olongapo City Prosecutor’s Office against 11 individuals, two of them prosecutors from the Department of Justice (DOJ), for allegedly confederating with one another to frame a Taiwanese business locator at the Subic Bay Free Port.
In a 23-pages criminal complaint, Lacsina Ann Sinlao, 39, a resident of Bgy. Mabayo, Morong, Bataan and a member of the Aeta tribe, filed the complaint assisted by her counsel, Atty. Baltazar Beltran, before the Olongapo OCP in relation to the alleged abduction by the group of her eldest daughter, alias ‘Jenny,’ 17, early this year.
She and her daughter were allegedly used by the group in filing a bogus complaint of rape of a minor and serious illegal detention against the businessman at the same venue last February 13. The complaint claimed the incident took place inside the Free Port when Jenny was only 14 years old.
Named as respondents are: OCP Associate Prosecutor Lilia Elizabeth Hinanay-Escusa and OCP Deputy Prosecutor Ria Niña Leonor Sususco; couple Juana Marquez, aka, ‘Luz Villa Marquez/Lola Villa’ and Norman Maneja and their daughter, Cindy, all residents of Bgy. Balic-balic Olongapo City; Rudy Trance Salangsang, a resident of Marcela, Caloocan City;
Atty. Beltran said their own investigation disclosed that the accused confederated with one another in filing the bogus complaint against the businessman to force him to “amicably” settle the matter for P50 million.
Retired Muntinlupa Regional Trial Court Judge Leandro Catalo, with postal address at Cityland Pasong Tamo Tower, Makati City; dismissed policeman Elgie Dela Cruz ‘Geecon’ Jacobe, from Gagalangin, Tondo, Manila; news blogger Joel Amongo with address at Bgy. Sacred Heart, Quezon City; and,
Three others, Al Joseph ‘AJ’ Abarro, Rufino Lucas and alias ‘Gomez’ who are colleagues of Maneja at the Subic Bay Law Enforcement Department (SBMA-LED), were also named respondents.
Atty. Beltran said they also filed a motion for inhibition against the Olongapo OCP due to clear conflict of interest as two of its prosecutors are involved as respondents and it was the venue used by the accused to frame the businessman.
Olongapo City Prosecutor Charlie Yap is reportedly amenable to the motion and to let the Department of Justice (DOJ) decide on which prosecution office should handle the preliminary investigation.
With the help of Atty. Beltran and the Volunteer Against Crime and Corruption (VACC), mother and daughter filed an affidavit at the Nueva Ecija Prosecutor’s Office in Cabanatuan City last August 14, denying they were the complainants before the Olongapo OCP last February (Pinoy Exposé, August 19, 2025).
They said they never went to the Olongapo OCP last February 13 to file the complaint and that it was a complete fabrication concocted by the group.
Jenny and Sinlao again appeared at the Cabanatuan Prosecutor’s Office last August 14 and their statement of denial carefully examined by Prosecutor Julius Caesar Mustard.
The DOJ ordered the transfer of the preliminary investigation of the bogus rape complaint from Olongapo City to another venue based on the protest lodge by Beltran and Fernandez who accused the Olongapo OCP of bias (Pinoy Exposé, April 24, 2025).
Atty. Beltran said their own investigation disclosed that the accused confederated with one another in filing the bogus complaint against the businessman to force him to “amicably” settle the matter for P50 million.
Atty. Lovensky Fernandez, counsel for the businessman, said they also found out that this would not be the first time that foreign locators at the Subic Free Port were victimized with fake rape complaints then forced them to settle with the group for millions of pesos.
A few years ago, another locator was allegedly forced to settle a rape complaint concocted by the group for P20 million after a warrant of arrest was issued by the Olongapo OCP, Atty. Fernandez bared.
Both lawyers noted that summons for respondents were sent to the wrong address who ended up being issued a warrant of arrest for failure to attend the preliminary investigation.
Atty. Fernandez said the bogus complaint raised suspicion as his client never received any formal summon from the Olongapo OCP when it was supposedly filed on February 13. He said they first learned about the supposed rape from the video broadcast and newspaper column made by Amongo.
The members of the SBMA-LED then allegedly took turns in contacting the businessman to convince him to settle the issue. Abarro was also identified as the person who first furnished the businessman the copy of the fake complaint to convince him that the case is real.
In early January, Jenny said she was enticed by the Marquez couple to go with them with a promise of big money and a job. She said trusted Marquez, whom she called ‘Lola Villa,’ as she was made to believe Marquez is their relative.
She said she was unaware that she would be used by the group as the complainant against the businessman.
The group also faked the signature of Sinlao to make it appear that she was aware of what allegedly happened to her daughter when the complaint was filed at the Olongapo OCP in February, which was then verified by Escusa.
Jenny said she was moved by the Marquez couple from Olongapo to Caloocan and stayed with them and Sangalang for more than 5 months despite her protests.
She was also allegedly forced to do menial jobs while under their custody and was beaten up every time she failed to memorize the content of the fake rape complaint prepared by Sangalang and Catalo.
Jacobe, who was dismissed from the PNP for involvement in the 2016 Adora Lazatin murder case, is among those who allegedly participated in the negotiations with the camp of the businessman and was also among those who fetched Jenny when the group decided to move her to Caloocan.
