Bemedalled Army general is new OCD administrator

PRESIDENT Ferdinand Marcos Jr. has designated retired Major General Harold Cabreros, former Vice Commander of the Philippine Army, as the new administrator of the Office of the Civil Defense (OCD), the main government agency in charge of the National Disaster Risk Reduction Management Council (NDRRMC) under the Department of National Defense (DND).

In a statement, the DND said Cabreros took his oath before Defense Secretary Gilberto ‘Gibo’ Teodoro in a simple ceremony at Camp Aguinaldo on Tuesday, August 26.

Now with the rank of Undersecretary, Cabreros took over the helm of the OCD vice Officer-in-Charge and concurrent Deputy Administrator for Administration, Assistant Secretary Bernardo Rafaelito R. Alejandro IV.

The post of OCD Administrator was left vacant after Undersecretary Ariel F. Nepomuceno was appointed Customs Commissioner last June 30.

A member of the ‘Maharlika Class’ of 1984 of the Philippine Military Academy (PMA), Cabreros is best remembered as the head of the 1003rd Brigade of the Philippine Army, responsible for the neutralization in June 2015 of Leoncio Pitao, aka, ‘Kumander Parago,’ the notorious leader of the ‘Pulang Bagani Command’ of the terrorist New People’s Army (NPA), then active in the Davao region.

After serving as Vice Area Commander, Eastern Mindanao Command (EMC), Cabreros was then appointed Commander, Third Infantry Division, before retiring as Vice Commander of the Philippine Army.

Secretary Teodoro expressed confidence in the leadership and capabilities of Cabreros to steer the country’s comprehensive civil defense and disaster resilience programs, in support of the NDRRMC, which is chaired by the secretary of national defense.

Cabreros previously served as the Director of the Rehabilitation and Recovery Management Service of the OCD as well as in the OCD’s Bids and Awards Committee.
