Port of Subic changes district collector—again

THE Port of Subic has another leadership change with the appointment of Atty. Geniefelle P. Lagmay as the new Acting District Collector vice Atty. Arnaldo M. Saulong who assumed the post only last March 30, concurrent with his position as Director, Trade Information and Risk Analysis Office, Post Clearance Audit Group (Pinoy Exposé, April 5, 2026).

He served for less than a month after replacing Collector Noel Estanislao who has been removed for alleged failure to stop smuggling at the port but is then promoted as Director of the Enforcement and Security Service (ESS/Customs Police) with the retirement of Acting Director Isabelo ‘Butch’ Tibayan (Pinoy Exposé, March 28, 2026).

Lagmay is previously serving as the Subport Collector at the Mindanao International Container Terminal under the Port of Cagayan de Oro prior to her latest appointment.

She would be replaced at the MICT by Subport of Iligan collector Nasrudin D. Guro while Saulong would revert back to his post at the PCAG.

The reshuffle was approved by Department of Finance Secretary Frederick Go last April 22 thru Customs Personnel Order (CPO) B-070-2026.
