Customs says its ‘Next-Gen CPS’ key to paperless transaction

THE Bureau of Customs (BOC) under Commissioner Ariel F. Nepomuceno is confident that its ‘Next-Gen Customs Processing System’ (CPS) would be the “primary platform” for the complete digitization of its systems and processes, which are among the aims of the Nepomuceno’s ‘IAM’ (Integrity, Accountability, Modernization) strategy for the agency.

In a statement last June 22, the BOC said the CPS is being implemented alongside the ‘NSW’ (National Single Window) project of the government first envisioned during the Ramos administration (1992-1998).

“Modernization is not merely about digitizing existing processes.

“It is about creating a fully automated and interconnected trade ecosystem where stakeholders can transact more efficiently, transparently, and with fewer documentary requirements,” Commissioner Nepomuceno said.

At the center of this transformation is the CPS, the BOC’s next-generation customs platform designed to streamline and automate customs procedures through a fully digital and integrated system.

The system will serve as the primary platform for the submission, processing, and clearance of customs declarations, manifests, and other trade documents.

The agency’s transition toward paperless customs processing gains further boost since Nepomuceno was appointed Customs Chief in July 2025.

Initiatives such as the Electronic Certificate of Payment (e-CP) have significantly reduced the need for physical payment documents, while the Electronic Air Waybill (e-AWB), currently under development but expected to be online this year (Pinoy Exposé, June 7, 2026), is expected to further streamline air cargo processing by minimizing documentary requirements.

The NSW—which seeks to interconnect all government agencies under a single electronic platform for faster import and trade processing and regulatory clearance– will complement the new CPS, thereby building a more efficient and digitally enabled customs environment, focusing on transparency and eliminating face to face transactions in the BOC.

Commissioner Nepomuceno said they remain in constant meetings with other government agencies to create the seamless electronic exchange of regulatory documents required for import and export transactions.
