BUREAU of Customs Commissioner Ariel F. Nepomuceno designated the Assessment and Operations Coordinating Group (AOCG) headed by Atty. Agaton Uvero to lead the ‘Task Force on Balikbayan Boxes’ aimed at addressing the various concerns of overseas Filipino workers (OFWs).
“A critical aspect affecting balikbayans is the customs process upon their return, particularly regarding the importation of personal goods, balikbayan boxes, and household items.
“Issues such as delays, excessive duties and unclear regulations often result in frustration and financial burden for balikbayans,” the Customs chief noted in his memorandum addressed to Uvero last September 13.
In response to these concerns Comm. Nepomuceno said he expects Uvero, a book author on international trade, tariff, and customs (, as well as a seasoned trade and customs official, to come out with an initial report within 30 days focused on addressing the “unique challenges” facing OFWs.

A BOC statement added that Under Uvero’s guidance, the task force is to conduct in-depth research and analysis of concerns related to balikbayan boxes in customs processes; identification of best practices from other countries to improve efficiency, transparency, and fairness;
Explore collaboration with other government agencies and implement initiatives necessary to fully address balikbayan box-related concerns.
The BOC said the new facility would be called ‘Balikbayan Action Centers’ (BACs).
Comm. Nepomuceno also tasked Assistant Commissioner Atty. Vincent Maronilla, BOC spokesperson and head of the Post Clearance Audit Group (AOCG) to mobilize the Public Information and Assistance Division (PIAD), Port Operations Service (POS) and other “relevant offices” in support of the BAC and in addressing OFWs’ concerns.
“The BAC reinforces the Bureau’s commitment to overseas Filipinos by addressing recurring concerns on balikbayan box processing and implementing reforms that restore confidence in customs procedures,” the statement reads further.
“This initiative demonstrates our firm resolve to protect the interests of overseas Filipinos. By ensuring that balikbayan boxes are treated with fairness and transparency, we honor their sacrifices and reaffirm our duty to serve them better,” Comm. Nepomuceno added.
