PALACE, DOF BACK BOC ‘SHAKEUP’ UNDER COMM. NEPOMUCENO

“Waves of reshuffle” expected in the coming days

IN A further demonstration that Bureau of Customs Commissioner Ariel F. Nepomuceno has the full backing of the higher ups in the Executive Branch, a series of Customs Personnel Order (CPOs) approved by Department of Finance (DOF) Secretary Ralph Recto have come out for the reshuffling of key positions in the agency.

The initial batch of the CPOs furnished Pinoy Exposé, showed Director Eduardo Rey Joson, Collection Service, Revenue Collection Monitoring Group (RCMG) as the new Director, Import Assessment Service (IAS), which is under the Revenue Assessment Operations Group (AOCG).

Joson is replaced by Marlon Fritz Broto, Director, Port Operations Service, AOCG and his post taken over by Melon Carlo Santiago, the erstwhile Director, Financial Management Office, Internal Administration Group (IAG).

Meanwhile, Blesilda Balagtas, IAS director, is now the district collector at the Port of Limay, replacing Collector Kriden Balgomera.

Port of Surigao acting district collector Jonah Herbert Dollano is the new Sub-Port collector in Dumaguete, and his position taken over Collector Vicente Andrew Espina, the former Sub-Port Collector of Dumaguete.

Atty. Genefelle Lagmay, Deputy Collector for Assessment, Port of Clark, has been moved as the new Sub-Port Collector, Mindanao Container Port Terminal, under the Port of Cagayan de Oro.

Lagmay replaced Atty. Tomas Tagra, who was transferred to the Office of the District Collector, Port of Cagayan de Oro.

Collector Noah Dimaporo, Port of Batangas, was put under “freezer” at the Office of the Customs Commissioner after being replaced by Collector Carmelita ‘Mimel’ Talusan.

Talusan was reappointed by Malacañang back to the BOC only last July 31.

Also “freeze” at the OCCOM is Port of San Fernando district collector Atty. Segundo Sigmundfreud Barte, who was replaced by Balgomera.

Collector Ciriaco Ugay, Port of Manila (POM) district collector, has been downgraded as the Deputy Collector for Assessment at the Port of Cagayan de Oro.

Meanwhile, Atty. Noli Santua, Deputy Collector for Operations, Port of Batangas, is now the acting district collector, Port of Iloilo.

Atty. Giovanni Ferdinand Leynes, Deputy Collector for Operations, Port of Davao, is the new chief of the BOC Operations Center, which is directly under Comm. Nepomuceno.

Other CPOs involving personnel movement seen by Pinoy Exposé, involved more than 80 names covering lower and middle level positions in the various units of the BOC.

Sources said the list of the “first wave” affected by the reshuffle covers “more than 30 pages.”

Comm. Nepomuceno confirmed that he is eyeing more personnel transfer and movement in the coming days in “two to three more waves” in an effort to maximize the talents and potentials of all customs officials and personnel.
