Customs celebrates success of own employee

THE Bureau of Customs (BOC) welcomed the recognition given to one of its employees, Rhoan Escarmosa, for submitting a research paper on trusted semiconductor supply chain adjudged as one of the “best” at the conclusion of the Philippines Technology Policy (PTP) Fellowship sponsored by the Pacific Forum with the support from the US Department of State.

The PTP Fellowship is a 9-months hybrid format involving parttime research and actual visit to the United States for two weeks, including Washington DC.

Escarmorsa is a Customs Operations Officer 3 at the Port of Manila assigned at the Office of the Commissioner.

Her paper, “Beyond Border Control: Customs as a Strategic Partner of Trusted Semiconductor Supply Chains in the Philippines,” explores how Customs can play a greater role in supporting national economic priorities through trade facilitation, supply-chain security, regulatory coordination, and enhanced competitiveness in strategic industries.

“The recognition highlights not only Ms. Escarmosa’s individual achievement but also the BOC’s growing contribution to policy development and international discussions on trade, technology, and economic security.

“It demonstrates how the operational experience and technical expertise of customs professionals can generate valuable insights that support both institutional modernization and national development,” the BOC said in a statement.

Commissioner Ariel Nepomuceno, for his part, added: “Malaking karangalan para sa Bureau ang pagkilalang ito para kay Ms. Escarmosa.

“Her achievement demonstrates that our people have the expertise, insight, and dedication to represent the Philippines well and contribute to important global discussions that impact trade and economic growth.”

Building on Escarmosa’s fellowship experience, the BOC said it is exploring opportunities to translate the knowledge, policy insights, and networks gained from the program into practical institutional initiatives for the benefit of the BOC.
