PBBM HAILS NEWLY COMPLETED MANILA-CAVITEX LINK

Project highlights PRA/PEA-TC role in building critical infrastructures

PRESIDENT Ferdinand Marcos Jr. hailed the completion of the 2-kilometers long Segment 3B of the Manila-Cavite Toll Expressway (CAVITEX) C5 Link Project that is expected to cut travel time from Parañaque City in the south of Metro Manila to Taguig City in the east from 1.5 hours to 15 minutes, significantly improving the movement of people and goods, reduce travel costs, and ease traffic congestion during peak travel season.

During his inspection on March 30, the Chief Executive was visibly impressed with the joint venture project between the CAVITEX Infrastructure Corporation (CIC), a subsidiary of Metro Pacific Tollways Corporation (MPTC), and the Philippine Reclamation Authority (PRA) thru its subsidiary, the Public Estate Authority Tollway Corporation (PEA-TC).

The law mandates the PRA to oversee tollway development and operations through PEA-TC, the operator of CAVITEX.

In a media interview, President Marcos said the opening of Segment 3B is critical to alleviating the effects of rising oil prices driven by ongoing tensions in the Gulf Region as it supports the government’s Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) under Executive Order No. 110.

“Kagaya ng ating mga laging iniisip ngayon dahil nga sa kaguluhan sa Middle East, ay napakalaking savings ito sa gasolina, sa krudo, sa fuel.

“At hindi maliit na bagay ang babawasan ang biyahe mo mula sa isang oras at kalahati hanggang 15 minutes. Malaking savings ‘yan,” the President said.

During the visit, President Marcos is accompanied by PRA and PEA-TC officials headed by Chairman Atty. Alex Lopez, Department of Public Works and Highways (DPWH) Secretary Vince Dizon and Department of Transportation (DOTr) Acting Secretary Giovanni Lopez.

Improved connectivity, seamless travel

The newly opened segment, which stretches from Airport View Subdivision to the Sucat Interchange in Parañaque City, marks a key milestone in improving connectivity between Cavite and Taguig, in line with the Marcos administration’s infrastructure push under the Bagong Pilipinas agenda, PRA said in a statement.

Segment 3B completes the 4-stages of the 7.7-kilometer Manila–CAVITEX C5 Link, providing a direct connection to C5 Road in Taguig City and can accommodate an additional volume of 36,000 vehicles daily, the PRA noted further.

“This is a clear example that a government entity like the PEA-TC can effectively operate tollway systems while upholding the best interests of the Filipino people.

“This milestone stands as a historic achievement under the administration of President Ferdinand Marcos Jr.,” said PRA Chairman Lopez.

The opening builds on the earlier completion of Segment 2 and Segments 3A-1 and 3A-2 between 2019 and 2024, progressively enhancing the capacity and efficiency of the CAVITEX network serving southern Metro Manila and Cavite.

To immediately benefit motorists, Segment 3B will initially operate under a modified traffic scheme to allow seamless bidirectional travel.

Eastbound motorists will have direct access to Bonifacio Global City (BGC), while westbound travelers will experience improved connectivity toward Parañaque, Las Piñas, Bacoor, and Kawit, Cavite.

Once fully completed, the expressway is designed as a six-lane corridor. In the interim, portions will operate with four lanes while Right-of-Way (ROW) acquisition is being finalized in coordination with the Department of Public Works and Highways (DPWH).

The PRA and PEATC emphasized that the project reflects the Marcos administration’s commitment to delivering efficient, accessible, and future-ready infrastructure that supports economic growth and in improving the daily lives of Filipinos.

The PRA and PEATC also delivered on their earlier promise to waive toll fees for the use of the segment to all vehicle classes for a more worry-free travel during the Holy Week that they announced last month (Pinoy Exposé, March 9, 2026).

A report from the Philippine Information Agency (PIA) of the President’s visit said the free use of Segment 3B will run from March 30 to April 30.

Meanwhile, existing toll fees will continue to apply for operational segments, subject to guidelines from the Toll Regulatory Board (TRB) in coordination with PEA-TC.
